OK, good.  The thing with Xitami was that it would examine the file to
see if it was executable, so there was no configuration needed beyond
sticking the .exe in the right place.  We can reuse that code.

There is an open wiki, http://xitami.wikidot.com, and it would be
great to rewrite some of the old docs on making CGI work... this would
then help us actually design the necessary code.
