[Xitami] Xitami/5 - new project announcement

I have, for the most part, moved to lighttpd now that I've migrated to
linux. I'd be quite happy to move back to a Xitami server if it
presented clear benefits with regards to perl and/or PHP integration.

(I'm assuming that the new Xitami will be at least as good as the old
one when it comes to static content)
